Consortium Members

The Center for Agriculture and Food Security and Preparedness (CAFSP) is located at The University of Tennessee College of Veterinary Medicine in Knoxville,TN. Founded in October of 2006, the Center is dedicated to assisting the nation to protect its critical infrastructure, including agriculture and the food supply. The Center, under the direction of Dr. Sharon Thompson, combines the expertise of University of Tennessee faculty with other institutions across the country to develop and deliver training programs and conduct research related to agroterrorism, biosecurity, foreign animal diseases, and more.

The Center for Food Security and Public Health works to increase national and international preparedness for accidental or intentional introduction of diseases that threaten food production or public health. The Center activities include increasing awareness of foreign and emerging animal diseases and zoonotic diseases; providing tools for infection control on the farm and in the clinic, and assisting local and state governments in preparing for animal emergencies. The CFSPH has a comprehensive web site that contains animal diseases resources for a variety of audiences. The Center has developed educational materials for the National Veterinary Accreditation Program, for animal emergency responders, and a variety of guidance documents and training materials for animal responders. The CFSPH is currently working with the USDA, state officials and specific animal sectors to develop business continuity in the face of an animal disease outbreak. The Center has developed and currently delivers web based courses for veterinary students and veterinarians, and has recently developed a Spanish language website.

The Institute for Food Laws and Regulations (IFLR) at Michigan State University (MSU) is the consortium’s lead member for international food law.
 
IFLR’s mission is to advance the understanding of U.S. and international food law and be the recognized world leader in teaching U.S. and international food law via the Internet.  Since 1999, IFLR has educated food science, academic and legal professionals on the legal complexities of food laws and how they impact the flow of food and agricultural products across national boundaries.  Through the International Food Law Internet Certificate program, IFLR offers over 9 U.S. and international food law courses online with participants from over 80 different countries.  This IFLR certificate program is the 2003 winner of the Excellence Award in College and University Distance Education from the American Distance Education Consortium.
 
IFLR’s online courses and certificate program serve students, working professionals, and others throughout the nation and internationally. IFLR is proud to play a key role in the education of leaders in the food industry, governments, and related non-governmental organizations and offers FAPTC the tools, expertise and connections to reach a global audience.

The International Food Protection Training Institute (IFPTI) is a 501(c)(3) non-profit organization building and administering the training infrastructure for the nation’s integrated food safety system.

Working with federal regulatory and public health officials, IFPTI is establishing and overseeing the implementation of a career-spanning food protection training curriculum that will increase capacity, and assure competency and equivalency throughout all regulatory jurisdictions in meeting established U.S. federal food safety standards.

IFPTI is a member of the GFPI global initiative, a knowledge-exchange and resource-development network seeking to influence the adoption of food protection practices and policies in pursuit of a safe, secure, and healthy food supply.

Financial support for IFPTI is provided by a grant from the Food and Drug Administration, and through the generosity of the W.K. Kellogg Foundation.

NCBRTThe National Center for Biomedical Research and Training (NCBRT), Academy of Counter-Terrorist Education at Louisiana State University (LSU) is a founding member of the NDPC. The NCBRT has been involved in the development and delivery of training and related efforts in support of the Office for State and Local Domestic Preparedness Support since 1998, and now for the Office for Grants and Training (G&T). Since that time, the NCBRT has developed many courses and delivered them for the U.S. Departments of Homeland Security, Justice, Health and Human Services, and Agriculture, as well as for State and local jurisdictions, non-governmental organizations, and the private sector. Courses deal with Weapons of Mass Destruction (WMD), counter-terrorism, and high consequence events, for all disciplines including emergency management, law enforcement (including tactical operations), HazMat teams, public health, EMS, hospital, agricultural, and others. The NCBRT has also developed and delivered numerous workshops and seminars, developed scenarios and exercises, and has provided technical assistance to governmental and non-governmental entities.  Not only are the capabilities of the NCBRT wide and deep, but they can be readily augmented by the scientists, researchers, and educators available from LSU, the flagship university of Louisiana.

The National Center for Medical Readiness (NCMR) is a community-wide effort to better prepare our community for large scale emergencies, such as a weather disaster, terrorist attack or hazmat situation. The Center was established by the Wright State University Boonshoft School of Medicine Department of Emergency Medicine and has been certified as a National Disaster Life Support Foundation (NDLSF) Regional Training Center.

The NCMR is developing the Calamityville® Tactical Laboratory Project, a state-of-the-art, innovative, integrated, collaborative training and research facility to provide a one-of-a-kind training opportunity for the world's medical, public health, public safety, and civilian and military disaster response decision makers.

The National Center for Medical Readiness seeks "to be the international center of excellence in medical readiness education, training, research and operations.

The National Disaster Preparedness Training Center (NDPTC) is the only member of the National Domestic Preparedness Consortium (NDPC) to focus on natural hazards. Our mission is to develop and deliver disaster preparedness training to governmental, private, and non-profit entities, incorporating urban planning with an emphasis on community preparedness and at risk populations. The National Disaster Preparedness Training Center at the University of Hawai‘i works to identify and engage partners early in the process to collaboratively develop and deliver training and education in the areas of disaster management preparedness, response, and recovery to governmental, private, tribal, and non-profit entities. The University is a land grant, sea grant, and space grant with a school of tropical agriculture as well as a long record of research, teaching, and outreach associated with agriculture, food safety, and resource management with the Asia Pacific region. Combining urban planning and environmental management, the NDPTC addresses the needs of vulnerable at-risk populations, particularly the challenges faced by coastal and island communities.

Recent hazardous events have shown disasters cannot be viewed as singular isolated events—often times, cascading results can lead to disasters linking natural, technological, and social systems requiring consideration of, understanding, and addressing the needs an entire affected community including the ability for that community to feed itself. The NDPTC focuses on training to build the capacity to absorb shock, to recover quickly, and to learn from catastrophic events so that our communities are better prepared and strengthened against damage from future events.”

NDPTC recognizes that food security—broadly understood as a condition in which all people at all times have access to sufficient, safe and nutritious foods to meet their dietary needs for an active and health life—is an issue closely related to the consequences of natural disasters. Due to geographic isolation and heavy reliance on imported foods, island communities are especially vulnerable to food insecurity. Disasters events that impact transportation infrastructure or power supplies increase those risks throughout the Nation. NDPTC training will leverage research approaches and practical skills to improve food security and strengthen the capacity of the nation to feed itself through innovation, sustainable practices, mitigation, recovery planning, health and welfare, and the reduction on the reliance on external food sources.

mississippi state logoThe National Institute for Food Safety and Security Training (NIFSST) is housed at Mississippi State University, a comprehensive land-grant institution of higher education with deep roots in serving the national agricultural and food science communities.  NIFSST is a training entity within the Food and Agriculture Protection Training Consortium and is specifically tasked with leading the development, delivery, and evaluation of food protection training coursework and the provision of technical assistance for domestic and international audiences in post harvest products, including red meat, poultry, processed, and preserved food products, and aquaculture production and processing.  Such training includes Better Process Control Training, Hazard Analysis and Critical Control Points (HACCP) training and other courses which are required for high risk food products.  NIFSST is responsible for providing food safety training at the awareness, performance, and management levels to food handlers, including processors, storage, distribution, etc., and to retail level distribution of food and food products within the aforementioned lanes of responsibility.  NIFSST is equally responsible for all data management related to the delivery of education and training within these areas.
 
NIFSST serves the Food and Agriculture Protection Training Consortium and its vast audiences with a deep network of the leading food science and security experts from across the country.  Consistent with the land-grant mission of Mississippi State University, NIFSST takes pride in its service and training initiatives and service across the state, region, and nation, and in its reach to global audiences.

WIFSS UC DavisThe Western Institute for Food Safety and Security (WIFSS) is a training partner of the National Training and Education Division (NTED), U.S. Department of Homeland Security (DHS) and is tasked with the development and delivery of DHS certified courses on Agroterrorism. WIFSS is developing and delivering training for local frontline response teams to strengthen their capability to prevent, detect, respond to, and recover from agroterrorism or other major disasters in the food systems in their communities.  The overall goal is to enhance national security by strengthening preparedness of the frontline responders to assure that there is capacity to respond early and effectively and in coordination with local, state and federal agencies. The curriculum, comprised of six courses, is geared to introduce the concepts of agroterrorism to both frontline response teams and agricultural industry leaders.  Together, these groups need to interact to form a coalition of community teams to develop appropriate responses to potential targets.  The training curriculum is an all hazards approach.  To date, WIFSS has trained over 11,000 participants, in approximately 159 cities/communities and 33 states/U.S. territories nationwide.  Feedback has been overwhelmingly positive.
